| While
the links between the territory, the economic activities and the public
administration have been growing tighter, the state sovereignty is being undermined both by the European institutions on a supranational level and by the local government on anational level. This study aims at identifying the local bodies which could best face the new challenges risen by the economic globalisation in terms of coexistence, and not necessarily a conflictual relationship between "economic freedoms" and "integration social rights". The aim is therefore identifying the public local authority where "business" and "territory" could develop a profitable relationship. Considering its past experiences and activities, this research group intends to verify whether the Province would be eligible to cover this role. During the first two semesters, the research will analyse the so-called "global-local phenomenon" (or glocal"), with reference to the Italian experience of the "industrial district". The role of the local authorities - with special regard to the provinces - will be examined as well. During the third semester, the research will analyse the "deficit" factors within the globalisation, with reference to the present situation particularly to the lack of powers of control and public intervention. During the fourth and last semester, the pressures created by organised interests and most of all those local groups, if any, which oblige the national government to exclusively act out on a local level will be examined. In conclusion, the unit of research aims at producing a critical and complete study of the method used in the so-called "negotiated planning", which has represented a valid tool for the participation of the social protagonists within the institutional choices concerning the economic development, and particularly the local one. |
